Summary Statement

Manages a multiple state fleet operation to include vehicle acquisition and replacement, and equipment repair and maintenance programs involving shops in multiple locations and managing the planning, procurement and vehicle buildup processes to provide emergency and support vehicles for all Department operations. Performs related duties as assigned.

Essential Functions

  1. Supervises fleet personnel, which includes: interviewing prospective employees; providing and/or recommending training; coordinating, scheduling and assigning work product; establishing performance measures, goals, objectives and priorities; evaluating work performance; providing feedback, direction and guidance; keeping personnel abreast of new or revised information; answering questions; and recommending and/or implementing personnel actions.
  2. Develops section budget by forecasting income and expenses and recording the resulting information in a predetermined format for review and approval.
  3. Coordinates equipment and personnel availability to provide services (e.g., vehicle mechanical inspections, mechanical repairs, administrative services, technical expertise, etc.)
  4. Oversees and approves administrative processing of paperwork required in the acquisition or disposal of equipment (e.g., title, registration, license, etc.).
  5. Monitors section expenditures to ensure compliance with budget constraints. Approves purchases of equipment and supplies necessary for section operations submitted by fleet service supervisors.
  6. Reviews equipment maintenance invoices to ensure that proper maintenance was performed.
  7. Reviews charges for equipment repairs according to the terms of new and extended service warranties, in order to receive full benefit of the warranties and reduce costs to the Department.
  8. Analyzes equipment build-up requests in order to determine specific needs and construction methodology required for optimal equipment performance and reliability.
  9. Develops and/or approves shop safety standards in compliance with Occupational Safety and Health Administration (OSHA) guidelines.
  10. Audits contract repair services by visually inspecting vendors’ facilities and records in order to ensure high quality repairs and accurate billing of costs.
  11. Responds to inquiries and complaints from service users in order to provide information, maintain good customer relations and improve shop performance.
  12. Inspects facilities, examines equipment and approves acquisitions throughout the state.
  13. Transports equipment as required in the acquisition and repair of vehicles, using a tow truck, roll-back truck, or car trailer.
  14. Coordinates the receipt and disposal of equipment in order to maximize utilization of equipment.
  15. Directs short- and long-range planning for fleet operations and acquisitions, customer service, and fiscal issues.

Knowledge, Skills, & Abilities Required:

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

May be required to move items up to 50 pounds.

May be required to stand, stoop, bend, kneel and squat for extended periods of time.

May be exposed to fumes or dust, toxic or caustic chemicals, outdoor weather, moving mechanical parts and moderate to loud noise levels.

May be required to travel to perform certain work functions.

Qualifications:
Extensive knowledge and firsthand experience with fiber optic prep, splice, test, troubleshoot. This firsthand experience is necessary as you will be managing and running fiber splicers and will have to know if they’re completing the work correctly and to the high standards we demand. Also, in working with customers you need to be able to comprehend prints, work and telecom construction language completely.

Other Requirements:
Supervise splicers to ensure high quality standards are being performed. Be able to coordinate, delegate, quality control and correct workers. Have strong communication skills with customers, splicers and other managers of company. Be able to be responsible for and control productivity, performance, deadlines, reports and hit minimum company budget requirements. Competent in excel, word, pdf, dropbox and overall computer skills. Pass drug screening and Background check.

 

Job Description:
This job is the day to day management of the field techs/splicers and multiply projects and jobs . It’s the out of plans and activities to best utilize splicers while meeting customer deadlines. This job requires strong communication skills, ability to understand entire scope of job from start to finish, schedule splicers to get the most productivity and work completed , while thinking of deadlines company revenue & costs.

You will also have to be able to roll with the ongoing changes and be able to re-direct splicers accordingly. Have the knowledge of splicing, troubleshooting and the problems that could arise in the field and be able to help the splicers solve problems on the fly. You will need to get accurate updates from the splicers and be able to clearly communicate work/job updates to customers. Throughout the day field inspections and quality control are required to ensure the work is done to not only our standards but to the customers standards. If there are errors, you need to have the ability to correct the splicer and get the product corrected as well. Adhering to company policies & procedures and ensuring others are doing the same is key. At the end of the day you’ll need to QC the ad min turned in by the splicers (pictures, splice docs, production sheets, test results) and then build PDF as builds , update maps and plan out the next day’s work.

Requirements :

  • 5+ years of experience and knowledge of all aspects of Fiber Optic Splicing as well Aerial & Underground fiber plant construction
  • 3+ years of supervisory/management experience
  • Knowledge of outside plant safety and procedures
  • Current knowledge of OTDR and IOLM testing
  • Working knowledge of engineering prints, ability to understand and interpret construction documents
  • Ability to direct crews and communicate with teammates, managers, internal and external customers
  • Practical knowledge on Microsoft Office products to include: Word , Excel, etc.
  • Strong organizational, written and verbal communication skills required
  • Flexible and works well under pressure to meet assigned deadlines and production quotas

Candidate will be able to run large projects consisting of 200 plus cable drops and be able to manage a crew of 3 to 10 consisting of cable pullers, installers and technicians. Candidate must be able to plan and execute job plan. They must have a thorough understanding of codes, standards, installation procedures and troubleshooting abilities on both fiber and copper installations. To be considered for the position the candidate must have a BICSI Level 2 or Technician certification. This position will primarily work around Ohio, but some travel and out of state work is required as well.
